Level 0 means that no finishing has been done, but the drywall is simply fastened to the walls. If you have a Level 0 drywall finished wall, it will not be ready for painting. 

The first level of drywall finishing includes applying joint tape to joints between drywall sheets and filling all the nail holes. Hand usually does level me drywall finishing with a putty knife.

This next level means that you have skimmed a thin coat of joint compound over the crack where the wall meet the ceiling and covered the drywall screw holes. This level of work can be tedious because it requires much time to cover every inch of your walls with joint tape. 

The main difference between level II and level III is that at this stage, you have skimmed a thin coat of joint compound over the entire surface area. You should then sand your drywall to ensure smoothness before applying new coats. This increased work will allow for higher quality paint application which can result in better coverage after priming and painting.

Drywall finishing level four is similar to level III in that you have applied a thin coat of joint compound over the surface area and sanded it to ensure smoothness before applying new coats. However, this time around you will also apply drywall textures or taping into your seams for additional protection from water damage.

This the final stage of drywall finishing where you will apply a second layer of joint compound over all surfaces. After sanding your walls, there should be no bumps or ridges left in your walls. This increased work results in better quality priming and painting.
